Hofkirche was built in the Rococo style, in the 18th Century, when Rococo was popular.
You could say that Rococo is theatrical, ornate, and assymetrical. But I struggle to identify what exactly characterizes Hofkirche as Rococo beyond saying that Rococo can somewhat accurately be described as like Baroque, but even more so.

Communism
Hofkirche was elevated to status of Cathedral in 1964. Was this concurrent with some kind of reorganization of territorial assignment for the dioceses? Is there a less-awkward plural form of diocese?
What does this tell us about Christianity’s complicated relationship with the GDR?
Bishops and Cathedrals
If your town had a Cathedral then it also had a Bishop. Did Dresden not have a Bishop prior to 1964? Was there another Cathedral in Dresden?
Tangent is the fact that Saxony was a Protestant free electorate of the Holy Roman Empire. Thus Saxony would have had a secular ruler rather than a Prince-Bishop, but I don’t know if that precludes the existence of a Bishop, either in Dresden or some other Saxon city.

Augustusbrücke is named in honor of August The Strong, a powerful 18th Century ruler who was simultaneously Elector of Saxony, King of Poland, and Grand Duke of Lithuania.
Dresden has been given the moniker Florence on the Elbe.
